2a. What is the state of the nation?    
     President Clinton feels that the “state of the Union is STRONG.”  He goes on to explain that this time period has been the “longest peacetime expansion in history.”  With eighteen million new jobs (lowest peacetime unemployment since 1957), wages rising twice the rate of inflation, the highest rate of home ownership and the smallest welfare rolls in thirty years it’s very hard to argue with that.  Mr. Clinton also states that this is the first time in three decades that there is a balanced budget and America, right now, has the cleanest environment in thirty years.  He also predicts budget surpluses for the next twenty-five years – a sure sign of economic growth.

2b. What are the President’s domestic concerns?
     The President has many concerns that involve the nation. P resident Clinton hopes to use the rest of his term to strengthen schools, the military, and programs that aid the elderly.
     Mr. Clinton’s main concern is to save the Social Security system.  He says that we owe it to the elderly citizens now and to those to come to save the system – or at least save it until 2055 (otherwise the Social Security trust fund will be exhausted by 2032).  The President also wishes to put money into the Medicare trust fund, a measure he has taken into his own hands by suing the tobacco companies which owe hundreds of billions of dollars to the Federal government for costs of treating lung cancer and other diseases.
     Another issue brought up by the President is how to protect the citizens of the United States.  Mr. Clinton wants to put 50,000 more police officers on the street, put money into the military forces, and he wants to ease traffic congestion on the highways of America.

2c. What are the President’s foreign concerns?
     Though Mr. Clinton has many concerns about the nation, he has very few about foreign affairs.  He devotes very little time to this matter and in that time he states that he is overjoyed with the peace in Northern Ireland and he is saddened by the violence in Kosovo.

2d. What are the President’s legislative recommendations?
     President Clinton was applauded on many occasions for certain legislative recommendations.
     His priority of the day, the Social Security system, took up more time than any other concern.  He called for Congress to invest 60% of the budget surplus for the next 15 years to go into the Social Security trust fund.  Th...
