The Federalist: Article 15

     This section of the Federalist explains the insufficiency of the present
Confederation to preserve the Union. Written by Alexander Hamilton, this specific
article deals with why the formation of a new government is needed.
     The present state of the government is hazardous to ones happiness and safety.
The present government is weak in all aspects. A powerful central government is
necessary in order to rectify the dilemmas faced by the American people. Under the
present weak Confederation such problems have been left unsolved. There is the great
inability of the present government to raise revenue in order to pay foreign debts and
those owed to American citizens. The lack of strength to enforce the evacuation of
foreign powers from lands ceded to America. Under the present Confederation, the
national government can only request compliance of the states. The government has
no power to demand anything. That is why under the loose Articles of Confederation
American is unprestigious to other nations. That is why Spain has not been forced to
comply with its agreement to open the Mississippi River to American commerce.
